Why is the Rockford Diocese and St. James Parish not adhering to the Parish Plan?

I just downloaded the “Parish Plan” which is on the Diocesan website:  http://www.rockforddiocese.org/parishinfo.php?parish=19

At the very bottom of page is link for the current parish plan,”View Parish Plan”, that is enlarged below:

What is obtained from that download is the following, click to enlarge the photocopies.

A circa 2000 document which speaks of the need for more space which is partially addressed by converting the convent to office space and the gift of 22 acres West of town.   See the highlighted words: The report is to be reviewed annually.  Any change in the plan will be communicated to all of the parishioners. And there are plans for building on the 22 acres.

So—Where is the update? We all know that we are not going to use the 22 acres for a new church.  Is there an update? What are the plans for when the old convent’s meeting rooms are gone? Has the needs which those rooms provided now gone?  Why is a 2000 parish plan still the apparent working plan? Doesn’t the diocese care that St. James’ Parish Plan is so far out of date?  Should parishioners be asked to pay more than $5.5 million dollars for a new church without an update to the  parish plan?

Why did the Parish Plan require so much parishioner participation and the $5.5 million church project have so little parishioner participation?
