What is position of American Bishops on sexual abuse in the American Catholic Church?

Perhaps the best statement of their position is this 2010 study, first printed May 2011:  The Causes and Context of Sexual Abuse of Minors by Catholic Priests in the United States, 1950-2010;  it is available on line at:   http://www.usccb.org/issues-and-action/child-and-youth-protection/upload/The-Causes-and-Context-of-Sexual-Abuse-of-Minors-by-Catholic-Priests-in-the-United-States-1950-2010.pdf

Critics of the work speak of it as a work done by Catholics, paid by bishops for the benefit of the Church. Here is a sample from a recent blog:(http://www.andersonadvocates.com/Posts/Blog/998/Sacramento-Priest-Arrested-on-Child-Molestation-Charges.aspx) “Catholic bishops and leaders would prefer us to “blame Woodstock” and believe that sexual abuse in the Catholic Church was confined to the ’60s and ‘70s. While the findings of the latest John Jay Report on the “Causes and Context of Sexual Abuse of Minors By Catholic Priests,” lends itself to the same conclusion, we need to remember that Catholic Bishops not only funded the John Jay Report, but also was the sole provider of the data that composed the report.”
